Engineering, with construction, have traditional apprenticeships dating back many years and have a requirement for a grounding in a range of skills (off the job training, up to a year) that underpin the eventual career undertaken. The basic skills enable the development and application of further skills and knowledge. These apprenticeships develop into higher/degree level.
